Te Māngai Pāho runs contestable funding for producers and creators to create a diverse range of Māori content. Diverse Content is our way of describing the wide variety of kaupapa we fund across linear pouaka whakaata, online and digital platforms, social media, web series, and apps. All diverse content initiatives support Māori language and culture outcomes.

This also means we fund based on language content, rather than platform. Te Māngai Pāho measures New Zealanders’ attitudes toward te reo Māori with the KoPA model; an adaptation of the theoretical ZePA model developed by Professor Rawinia Higgins and Dr. Poia Rewi. Attitudes are segmented into three core categories: kore (zero); pō (passive) and awatea (active). The goal is to ‘right-shift’ the population along the continuum, into awatea. When investing in content, Te Māngai Pāho seeks to understand the contribution that content will make to the Maihi Karauna strategic goals and right-shifting its target audience.

Because the online landscape is changing so rapidly, Te Māngai Pāho regularly reviews audience habits, and adjusts priorities accordingly. Potential kaitono should consider how their content will positively impact New Zealanders' attitudes towards te reo Māori.
