(a) Capacity of the Applicant (25%)
- Experience and capability of production company
- Quality of Financial Information (budget, cashflow, schedule etc)
- Commitment to TMP statutory objectives and language revitalisation strategies
- Commitment to capacity building
(b) Quality of Concept (20%)
- Innovative and appealing Māori centric idea
- Well developed proposal to realise that idea
- Clearly defined target audience for ‘right shifting’
(c) Promotion of te reo Māori and tikanga Māori revitalisation outcomes (35%)
- Innovative, programme specific, language plan that has clearly defined language and tikanga objectives with a commitment to impact reporting

- Ko te reo kia Māori – promotes a Māori world view
- Ko te reo kia ora – contributes to normalisation
