Important Steps when Submitting a Proposal

Approach Broadcaster for Broadcaster Commitment. TMP will not fund programmes that do not have a letter from the Broadcaster giving Broadcast Commitment to the screening of your project.
Read Guideline for Producers
Read and complete RFP Application Form Appendices 1 to 8 and insert them at the front of your proposal.
Submit :
EIGHT (8) hard copies of your proposal

• Unbound (but stapled top left corner)
• Numbered Pages
Te Mängai Päho reserves the right to decline RFP applications that arrive after the funding round deadline. We will not accept emailed or faxed versions of your proposal.
Please note that Te Mängai Päho will require the inclusion of a Mäori Language Plan, in your proposal.
The first drawdown payment for your production will occur approximately eight weeks from the funding round deadline.

Te Mangai Paho Objectives

Te Māngai Pāho provides funding to television producers to produce Māori language
inclusive programmes that promote the Māori language and Māori culture for broadcast on national television channels.
The key criterion for funding is the degree to which a venture promotes the Māori language and Māori culture. In addition to this, Te Māngai Pāho will purchase programmes to ensure the following objectives are addressed:

A diversity of Māori language programming that contributes to the revitalisation of
the Māori language and Māori culture
A range of programmes in te reo Māori to be broadcast on television networks
Māori language programming which captures and sustains a younger Māori
audience

Statutory Functions
The statutory functions of Te Māngai Pāho are clearly set out in the Broadcasting Amendment Act 1993. Under Section 53B Te Māngai Pāho is required “to promote the Māori language and Māori culture by making funds available, on such terms and conditions as it thinks fit, for broadcasting and the production of programmes to be broadcast.”

Maori Language Strategy
In making purchase decisions, Te Māngai Pāho will take into consideration the Government’s long term Māori language goals which are that:

The Mäori language will be widely spoken by Māori.  In particular, the Māori Language will be in common use within Māori whanau, homes and communities.  All New Zealanders will appreciate the value of the Māori language to New Zealand society.
The majority of Māori will be able to speak Māori to some extent.  There will be increases in proficiency levels of people speaking Māori, listening to Māori, reading Māori and writing in Māori.
IMāori language use will be increased at marae, within Māori households, and other targeted domains.  In these domains the Māori language will be in common use.
All Māori and other New Zealanders will have enhanced access to high quality Māori language education.
Iwi, hapu and local communities will be the leading parties in ensuring local-level language revitalisation.  Iwi-specific dialects of the Māori language will be supported.
The Māori language will be valued by all New Zelanders and there will be a common awareness of the need to protect the language.

Maori Language Content
Te Māngai Pāho provides funding for programmes which have te reo Māori content, and/or promote Māori culture.
