Te Māngai Pāho was established in 1993 under the Broadcasting Amendment Act giving life to the acknowledgement of successive governments that te reo Māori is a taonga (treasure) warranting its active protection and support. Consistent with this, our statutory role is to:
| promote Māori language and Māori culture by allocating available funds, on such terms and conditions, as Te Māngai Pāho thinks fit, for broadcasting and the production of programmes to be broadcast [s.53(B)]. |
We
are, first and foremost, a Māori language sector agency in terms of why we fund and secondly a broadcasting sector agency in terms of where and which industry we fund.
Our statutory obligations are primarily met by funding te reo Māori and tikanga Māori
programmes and music for television and radio broadcast.
To ensure that our actual broadcast outcomes are achieved,
we currently:
| • | fund 21 iwi radio stations to deliver eight hours of Māori language content each day; |
| • | allocate funding directly to the Māori Television Service for the production of in-house programmes and the acquisitions of local and overseas programmes of interest to Māori audiences; |
| • | manage a contestable pool of funding for the production of independently made Māori language programmes commissioned for television and radio, including music CDs and special broadcast events. |

Te Māngai Pāho purchase decisions are guided by the Government Māori Language Strategy Policy objectives:
| • | To increase the number of people who know the Māori language by increasing their opportunities to learn Māori |
| • | To improve the proficiency levels of people speaking Māori, listening to Māori, reading Māori and writing Māori |
| • | To increase the opportunities to use Māori by increasing the number of situations where Māori can be used |
| • | To increase the rate at which the Māori language develops so that it can be used for the full range of modern activities |
| • | To foster amongst Māori and Non- Māori positive attitudes towards and accurate beliefs and positive values about the Māori language so that Māori-English bilingualism becomes a valued part of New Zealand society |

Te Māngai Pāho will continue to pursue the following success factors that will determine the extent broadcasting will impact on Māori language revitalisation
| • | A significant portion of the Māori population explicitly interested in watching Māori television and listening to Māori language radio |
| • | Skilfully tailored programming which take into account the interests of the audience in two ways: a commitment to quality, and the production of original programming that reflects the interests and concerns of the Māori speaking audience |
| • | Devoting part of the programming to innovation and development with new products, thus giving it a modern challenging image thereby avoiding rehashed worn out content that has little relevance to modern life |
| • | An environment where diversity – linguistic, cultural or otherwise – is seen to have both commercial and non-commercial value |
| • | A willingness from Government to endorse and support Māori language generally and in particular Māori language broadcasting |
| • | Māori language on air becoming an accepted part of the broadcasting landscape to the extent that something would be missing in its absence |
